Garland City Council approved a spay/neuter ordinance in June that mandates sterilization for animals impounded by Garland Animal Services. Garland Animal Services is now enforcing that ordinance. Instead of a blanket spay/neuter ordinance, this law targets pets caught running at large, which are considered to be a major cause of unwanted litters of puppies and kittens.

As owners reclaim their pets impounded at Garland Animal Services, they will be charged an additional $75 and will receive a voucher for the same amount to be used toward sterilization of the pet. In effect, owners are paying for the sterilization up front. The law requires impounded animals to be sterilized within 30 days of the date they are reclaimed from the shelter; owners of such animals will be subject to class C misdemeanor citations if they fail to comply.
